Brentford Voice has said it will continue to oppose gates being put up at Brentford Dock as the deadline for the consultation looms this week.
Hounslow Planning Committee resolved to impose an Article 4 Direction on the estate at a meeting in January.
The effect of this direction would be to remove existing permitted development rights and to require planning permission for any gates and fences.
Brentford Dock Limited (BDL) says it has installed the gates due to litter and anti-social behaviour when non-residents used the riverside area of the private estate.
Community group Brentford Voice said: "We understand that the timing of BDL's proposals is largely due to an anecdotal increase in anti-social behaviour on the estate in the period since the onset of the Covid pandemic.
"Anti-social behaviour cannot be condoned in any circumstances but there are several other ways of tackling the problem.
"We should all acknowledge the admirable work of BDL in maintaining the lawns and paths within the estate.
"Brentford Voice are disappointed that the gating proposals have gained urgency during a period when the community is in particular need of areas to walk, to take in some fresh air, and to enjoy inspiring views.
"It is most unfortunate that the proposals have come at a time when our community needs to stand together and to be united. "
The consultation closes on 10 February.
