Developers Clarion Housing Group and Fairview New Homes have partnered for the Montgomery Wharf project which could bring 333 flats and 2,000 sqm of commercial space to Brentford.
In 2021, Fairview New Homes purchased Montgomery's Wharf from Heidelberg Graphic Equipment Ltd, who supplies equipment and services for printing, packaging and paper-making industries.
The application said the proposed flats are "inspired by the industrial character, colours and textures of the former Heidelberg Building" and the "neighbouring historic conservation area."
The architects behind the design of the building, Pollard Thomas Edwards, have said that the Montgomery Wharf project will connect with the historic context of Brentford High Street and the wharf.
In their website Pollard Thomas Edward said: "An intricate pattern of alleys, river path and yards will thread through the site and connect it with the surrounding new urban quarter emerging around it.
"A series of mid-rise apartment blocks, with ground floor space for work and leisure, enclose two landscaped courtyards and feature shared roof gardens for residents."
It added: "The brief is to create a range of tenure-blind homes, including a target of 35% affordable housing, with every home benefiting from the unique context and enjoying a great outlook and sunny balcony.
"The design must respond to its highly sensitive historic setting, while resolving complex technical challenges around the river wall, flood protection and service access."
Jon Spring, Main Board Land Director for Fairview New Homes, said: "Montgomery's Wharf is located in the heart of Brentford, a very popular residential location with significant residential regeneration happening across the town centre.
"We are delighted to be working with the Council to deliver additional new mixed tenure homes and commercial spaces across the site whilst opening up new access routes between the High Street and the river which have been inaccessible to the public for decades."
