The vehicle caught the attention of local residents near the Mayor of London's home in Tooting, London on a Sunday morning.
The caravan is extensively covered with messages of dissent, including the assertion, 'ULEZ will become your equivalent of the Poll Tax, Mr. Khan,' along with allegations that 'ULEZ is merely a money-making scheme.'
Prominently displayed on the van is an image of the mayor accompanied by a speech bubble declaring, 'For a fee of £12.50, you're free to pollute for 24 hours.'
This display coincides with the recent expansion of the Ultra Low Emission Zone (ULEZ), encompassing all London boroughs, including Tooting, from August 29 (Tuesday).
A resident of the area who came across the caravan mentioned that the extension of the ULEZ program has ignited frustration within the local community.
The resident said, "I encountered the caravan this morning as it was making its way towards the common. It was so amusing that I couldn't resist taking a photograph."
"The mayor has been a long-time resident here, and this was never an issue," the individual added.
They continued: "However, the sudden appearance of these surveillance measures has triggered considerable discontent among the people. People in the vicinity are not welcoming these new zones, and the repercussions are going to be substantial.
"For those who can manage the penalties or invest in a new vehicle, they can continue as usual. But for those who can't, they're looking at spending substantial sums."
The ULEZ operates non-stop, 24 hours a day, 7 days a week, throughout the year, with the exception of Christmas Day.
Previously encompassing areas within the North and South Circular Roads, the zone has now extended its reach to all London boroughs.
In situations where a vehicle falls short of the ULEZ emissions standards and isn't eligible for an exemption, drivers are required to pay a daily charge of £12.50 in order to operate within the designated zone.
The local resident went on to share, "I myself am now in search of a new vehicle. My elderly in-laws were forced to part with their perfectly functional Skoda and shell out thousands for a new one, all so they could continue visiting their grandchildren."
They added: "This initiative is akin to reliving the Covid experience. It might confine the elderly to their homes."
"Those who can afford it will be unaffected, but what about those who can't? It seems the mayor might not fully comprehend the sentiments of the people regarding this matter."
